Mac updates: Less quitting all and restarting

Can we cut back on the compulsive 'no other programs can be running' of the AC updaters? There is no reason for it. (Tip: Once the installation starts, go ahead and relaunch anything except AC & PM. Some requirement!) You can patch the operating system without quitting anything.

On the 1410 patch, it never asked for a password, yet still required a restart. Fundamentally nonsensical.

I agree. Now that we have left OS9 behind it is also time to put an end to needless restarts. The only other things that seem to (properly) require a restart are system upgrades. I can't think of any other application programs that do.

I'm bumping this up in honor of v2. The Library Updater insisted on quitting everything. Give us a break!
