Merge layers

There should be an option to merge layers and all the elements should automatically go to that layer. (So we don't have to deal with thousands of layers from the engineers)

A similar function has been added to AC17: an option to move elements on a deleted layer to another layer.

Yay! I did not know this.

In addition,
that dialogue only pops up if your deleting
layers from the "Layer Settings" window.
You won't see it if your deleting layers in "Attribute Manager".
