The Zone Tool Settings, Zone Categories, Zone Project Preferences

I was noticing that there are three places to control Zones in a project. Why?

Zones are not that complex, why not place all zone control and creation under the Zone Tool & Settings? It would help make a simpler user interface for new users.

Then there is the forth place that effects how zones are displayed; Graphic Overrides, which is fine, but could Zone control and creation be limited to the Toolbox and GO?
