Layer state & Saved View

I can't distinguish the difference between a layer state verses a saved view, I must be doing something so I need your help.

Supposed I have a floor plan at 1/8" scale, I have a layer state set up for it, and at the same time I have a saved view set up for it.
Then i want to change the scale to 1/4", I realized that I need to create a new layer state for it and a new view for it.... Is this how it's typically done?

There are some layers that I want to show up at 1/4" scale but not necessarily at 1/8" scale.
So in the end, I'm creating 2 layer combinations and 2 saved views.

That is the correct way.

Thanks, I thought that was kind of redundant to have 2 layer states and 2 saved views. I thought I could reduce that to 1 layer state with 2 saved views for wanting to convey a a proposed plan at two different scales.

Just in case I misunderstood.
You need to create a new View once an item (or multiple) is different from another saved view.

View 01 has Layer Set A, Scale A and all other settings
View 02 then can have Layer Set A, Scale B and all other settings matching A

View 1 would be the 1/8" floor plan with no dimensions turned on.
View 2 would be 1/4" floor plan with dimensions turned on.

So in the end, that would be 2 different layer states with 2 different saved views, is that right?
