Layouts moving and how to stop

Ok here's a bit of a QA question.

Our office has 13 technical staff and we currently use the automatic numbering feature for layouts. The problem is some of the staff aren't always careful when creating new layouts and we've had a spate of layouts go out with the wrong layout number.

This is also happening for additional layout info. We use PAS 1192 (ISO 19650) file naming:

ie Project code-originator-volume-level-file type-discipline-layout number

the volume, level and file type are in the layout info box. These also aren't always filled in correctly. Save going round with an education stick what do you people do to combat this?

All that information should be in a Master Layout in this way users cannot edit them and when creating a New Layout the choose the Master and everything is filled correctly.
