I tried typing 25.00 at P3 Elevation but it keeps reverting to 5.50.

rule number 1, you can't make the elevation of a lower storey higher than the elevation of a higher storey.
try typing 25.00 into height to next, then change the elevation 25.00....
As i rule when i do tall building, it was ground at storey 0, basements on negative storeys B1 is -1, B2 is -2, etc.

Elevation in Story Settings isn't the Elevation above sea level
(well,... I guess it can be).
Best practice in my opinion (and as allanp noted) is to set a datum story to Zero in the story settings.
You may find, it makes your reference levels easier to navigate.
A word of CAUTION if you're far along in this project.
Changing the Sea Level-Story settings can wreck havoc on
the model/saved views.
Make a back-up before you make changes.
