Text are cover by Fills

I am doing a wall section and adding a drafting fill for a CMU wall it covered up my text notes. I've seen this before and was able to change the fill setting to correct it but I don't seem to be able to change the setting to correct this.

Can't you just select the text notes and bring them to front in Display Order?
