3D views take time to generate.

There are two 3D methods depending on the result you need:

Internal engine - slower than OpenGL:

slowest with analytical shadows enabled.
best for hidden line views

OpenGL - faster than Internal:

but slows down if you ask for fancy options like textures.

speeds up with a smaller rendering radius - see "options" in 3D View dialog box

Try reducing options to speed up the render.

It probably is the computer. The Celeron is a crippled version of the Pentium and you are also a light on RAM.

What would the minimum RAM be?

1 GB of RAM is required
2 GB or more is recommended for complex models

Switching from 1 GB to 4 GB made a lot of difference for me for speed of opening & editing the very same model.

At 1 GB, most memory is absorbed by operating system & any other apps running, So ArchiCAD needs to keep writing & reading from hard drive instead ( "page faulting") - which is obviously many times slower.

Hate to think how bad it would be on 512mb!
