Pan in Mac with using magic mouse

How can I activate pan icon? Can't find it. Or it is useless in this variant and it is something normal?

Slight tangent, but have you tried using BetterTouchTool? Though someone did have issues with it in AC25 and I am unsure if that was resolved...

I use an app called Middle to enable middle click on Magic Mouse to be able to use pan.
