Without removing it from the library and having to load and manage it independently does anyone have any ideas on how to address it?

The garage door we have in the AUS library is a bit different to yours, so this may not be of much help.
But if I go through the options there is a section where I can adjust the tolerances.
Do you have something similar where you can adjust the rough opening allowance?

By the looks of it, though it is "locked", you are actually modifying it in the two other sections of the tab you are in. Right is Rough and bottom is Masonry? The bottom diagram is confusing as the two small dims are not relating to any of the referenced ones... Would be easier to tell if you did not have them all set to the same dimension...
