AC21 - "Update" vs. "Hotfix"? why the difference?

I downloaded my AC21 "Update" today.
why the difference between an "Update" and a "Hotfix"?
please explain.

Also, I'm hopeful that in this new (ahem) "Update", GS fixed all those crazy inconsistencies the new stair tool had...i.e. the 2d railings having some strange background fill/hatch patterns on them amongst the many other multitude of stangeness in this new version.

I'm always hopeful that GS can resolve all these issues.
I'm also hopeful that the next time GS (Board of Execs..you reading this?) that the next time GS decides to release the next version that you all DON'T release it with SO MANY bugs and quirks. You need to stop that and make the software correctly. I understand 'some' issues but AC21 was wrought with bugginess everywhere.....thanks for hearing the user base.

till they chose to release their software in one year life cycle bugs are unavoidable

or they can do it like autodesk and do not implement any major features
