City Locations

Where do I add City locations in AC 16. I can edit through Energy simulator, or project location in Attribute MGR., or project preferences, but nowhere can I add a City. Thanks.

Like Materials:

In the Attribute Manager, duplicate a city and edit it accordingly. You get a new attribute number this way.

I thought maybe that was it but then again, thought it might not be it.
