I can see them fine in the project map or the view map which i place later in my layouts.
So the stairs are invisible when displaying my floor plans in layouts, but not when displaying my view maps

If it looks correct, change it to something else and then change it back.
I remember reading a post that there was trouble with reno filters.

There is allways a good reason
Do you use archicad stairs from a previous version ? Do you do a library migration ?
I invite you to built on of them with your last archicad to check it.

When i try the same in a new file everything works just fine.
What setting could be preventing stairs from not showing in the layout? but everywhere else

Can you check and probably delete and remake your library links ?
Telling it's a bug mean we are sure there is no other reason. We can tell it cause there are so much informations we don't have to conclude as fast as you wish.
