Not sure if this is a recent change - there seems to be a Beta program link for the Ecodesigner, however the link doesn't work.

That link is from 2013 when ED* first came out (I think).

So no surprise it doesn't work.

 

I believe ED* is now included with version 26 so you no longer need a license for it (with older versions I think you still need to purchase a license).
