Not know which object you are using, I can only offer one suggestion: check your drawing scale/2D Detail Level setting -- if the setting is "Scale Sensitive", the handrail will not show at smaller scales -- "Custom" will display the symbol per the parameter settings.

Thank you! I checked the setting and it is set to custom. The object is "Stair Straight RC 10". Any other suggestions would be awesome!

I believe it's your 2D Symbol Type -- in the screenshot below, I've used Type 14.
