Wrong working unit - how to resize a large file

Here is my problem: I hope someone can help me.
I have received a pln file of a whole city, and the working units are wrong. The actual measurement in archicad is 1000 times smaller than it is supposed to be. A length that should be 40m is showing up as 0,04m so I need to resize the whole file (which I think was imported from a dwg file). Is there a way I can set the drawing scale right without resizing the whole file with the "resize" command? My computer has problems resizing such a large file. I tried to set the scale at 1:1000 in the working space ("current scale") but the measurement still show up wrong.

I don't think there is much you can do besides using resize.

If it is only 2d linework, try running Linework Consolidation before using the resize to get rid of duplicates, unneeded segmented lines, etc
