Make Navigator pop-up open when hovering over its blue button without having to click on it

This will allow for a wider working space while reducing the time spent to open the navigator if we usually keep it close until needed as is my case and possibly the case of many. It is not one click we save, but all of the clicks we could do on the navigator button in the entire time we develop the project, which could account for hours in the long run while maintaining a larger image of what we're working on

So let me try to understand this better.

You want to move your mouse over to the navigator button in the tab bar, but not click and have the navigator open after you hover there for a while?

If so, why not just click it?

Your mouse is there already.

The navigator will remain open while you work in it and will automatically close when you click outside in your work space.
