Show Label When Associated Element is Hidden

Display of associated labels should be controlled solely by layer status, as it is for everything else. Currently, when the labeled element's layer is hidden, the label is hidden, even if the label's layer is showing. This is inconsistent with the logic of layers across the program, especially when you consider the behavior of dimensions.

Since level dims can't read the bottom of an element, I want to use a label for RCP ceiling heights, without perfecting the plan geometry of the ceiling elements, which is harder than it should be.
