we should be able to place worksheets and details in plans (not only on layouts) as drawings

Unless you're printing from the plan window, how would this be useful? (And, you can print a worksheet that is a trace reference anyway.)

I'm not sure what the advantage is relative to the layout of placing the legend on the story first vs placing it on the layout?

In older versions, which was PlotMaker, I wanted to print from the floor plan window. Now, since version 10, we received a layout book in the project file. And this is a better solution than print out of the floor plan window, or a separate PlotMaker.
Probably, you are afraid to use layout book.
