When importing Autocad drawings into
ArchiCAD, is there a way to force all layers
of an AutoCAD drawing to the ArchiCAD
layer? I tried using * as a wildcard in
DXF-DWG Translator Setup, but that
did not work.

The tried and true method is to open the DWG in its own session of ArchiCAD (ie not merge, nor xREF, nor place drawing), Select All, Edit Selection Set to change layers en masse, and finally copy-paste, save-merge or hotlink the cleaned up file into ArchiCAD.

If you just want the drawing as is for reference then use the Place Drawing command.
