When setting up dimensioning and work units in Project Preferences, is there anyway I can set the dim to 1/2" for all my floor plans and 1/8" for 3" -1' details. Each works in dependently?

Not really. It's best just to model accurately from the get-go and ArchiCAD will round it for you.
