That's because the Special Editon (SE) Library was originally produced for the US market only.

I didn't know that. Thank you for this information.
But does this mean that "ArchiCAD 9 to ArchiCAD 10 Subset library" (for INT version and not the SE) was also produced for the US market? (because I can't seem to find it neither)

I believe so, but you can probably still use it with reasonable success.
