-Set both sides to the layout book.
-On the left side of the organizer on the top left browse to the project that has the master layouts you want.
-Drag and drop them into the right side of the organizer

So you have browsed for the file you want to import from or you already have that file open?
You should then be able to view each file, one on each side of the Organiser.
Can you show an image of what you see?
