You'll need to use hotspots, I think. This was covered recently and Laszlo Nagy directed us to a brilliant (albiet very detailed) explanation of custom linetypes:

Move your user origin to a point along what should be the centerline (I would use the left end of your lower line). Then copy the lines to the clipboard and paste the lines into the Symbol linetype.

I always work from the file origin (0,0,0) when creating custom Linetypes, symbol Fills, and non-parametric GDL objects. And I always have the drawing scale set to 1:1. This alleviates headaches and confusion in the long-run.

Actually I was trying both, using a hotspot and relocating the lines to the project origin; but the problem was I was in a section window! It doesn't work from there.
