Selecting Elements on Locked Layers

Can anyone tell me how I can view elements (ie lines and circles) on locked layers as a background template without allowing them to be selected? I would like to construct a model by tracing an existing cad drawing but I find it annoying everytime the background element is selected instead of my model element.

I often create a reference story and place my guidelines, layout lines, and other template guides there and view as ghost layer. Snaps to just fine.
or,
I put layout line on a designated layer that only shows during layout. That way I can use the magic wand to quickly place slabs and walls.
