When a new index is created for a specific plan and then closed, it is no longer possible to assign the same index later to other layouts that were not yet updated or included at that time.

In practice, not all layouts are updated at once. Some layouts may be delayed or modified later within the same revision round.
The current system does not allow reusing a closed index for layouts that were left out initially, which results in:
The need to create unnecessary additional indexes.
A lack of consistency between layouts that belong to the same revision or planning phase.
Extra manual effort and reliance on workarounds to maintain documentation.
Requirements:
Allow reusing a closed index for other layouts that have not yet been assigned to it.
