Under Windows, with version 9 and earlier, you can use the ODBC driver in the developer download area to access some content of the project database. This is purely a database interface, and so can be used with any programming platform or at the user level with a database such as Access.
I've been away for a few weeks, so perhaps it has changed, but as of last month the ODBC driver for 10 had not been posted yet.
If you are thinking in terms of accessing AC as an automation server, no, that is not possible. A C++ add-on must be created to accomplish the goal or to provide the communication with an external program.
