I just posted a revised MacTel Xcode add-on template on the Wiki here:

Also on that page is a corrected AddOnAdmin and corrected Graphisoft template.

On my Leopard the Xcode version is still 3.0.
I put the template add-On project into the folder in the ~/lLibrary/Application Support/.../Project Templates, but doesn't show up when creating a New Project.

I couldn't see any kind of user templates in Xcode 3.0, so I guess it might be a 3.1 thing.

I just installed Safari 4.0 and the Xcode refuses to launch since then, so ther e will be a little delay in trying anything new.

Installing Xcode 3.1.2 helped.
Add-on template showed up and built successfully as expected.
On to integrating the API Docs ...
