Merge DWG has no layer-layer conversion - why?

I just noticed that the layer-to-layer conversion option (dwg layer to archicad layer) is only available in the Translation Setup dialog when performing an Open or an Attach (xref) ... not when doing a Merge.

Am I missing something? ... Is there some reason that we should not be able to translate incoming layers during a merge? (The only Attributes available during a Merge are Pens and Colors, Line Types and Font-Style Conversion.)
