Like the title says.
Which one's best for turning tiff\jpg\gif plans to dxf/dwg.
For architects.

... manual scanning, make picture more bright and low contrast, then import into archicad and draw manually the lines

a lot of work, I know, but on the other hand you will get courious dimensions when doing this automated.

but perhaps there is a better solution. (I hope)

try to use Adobe Streamline, we have it at the office and it works ok, however it requires a little bit of tweaking but it is not a big deal.

If it is a dimensioned plan view, the best way to accurately convert a raster/bitmap image to a vector image is to have your helper read the dimensions in a progressive way around the building exterior: "X, y, x, y, etc."

This is faster than it seems and can accurately get an outline for a building and you on your way to a proper model.
