Hello. Is it possible to automatically create a lighting control scheme using library elements: luminaires and switches in ArchiCAD?

By "lighting control scheme", do you simply mean an electrical plan?

If so, yes.
But you may want to look for specialist electrical object/s rather than using light/lamp objects.
