Title Types - Controlling The Number

Is there any way to control the numbering used by the title types? I have four elevations inserted onto a PlotMaker sheet, but the titles are numbered 2, 3, 4, and 5 - where's 1? On another sheet with only one view, it's numbered 03.

I have to learn to be more patient. I just figured out that you arrange the numbering order by moving the drawings around in the navigator.

I guess my exhaustion threshold is 11 hours. I'm going home.
