When placing photos and images archicad, files the image quality is reduced when turned to .pmk and brought into plotmaker when we print files.
I was informed that I should place the photos in plotmaker and not in the archicad file, however when we draw over the image it is easier to notate the image in archicad.
What other methods/adjustments can be made to improve the quality of the images brought into plotmaker via .pmk files?

Aaron,
One thing that you might want to check while placing Figures (.JPG,.TIF, etc.) in ArchiCAD is to be sure that the original image is set to the same resolution (size) as it will appear in ArchiCAD. Don't let the Figure Tool mess with the image size/resolution.
