Please make an update to the Library Devkit 28 - as the 3001 is not compatible with localizedPackageNames.json and does not make a package (I was scratching my head because I made a right click menu entry without terminal - my bad).
The workaround if anyone had the error: is to use the LP_XMLConverter located inside AC 28 root folder.
