Xeon Chip - Quad vs. Dual

I am looking at getting a new Desktop system. previously we have been mostly laptop based. I have not been one to get "cutting" edge systems, but the guy at dell are mostly pushing the Quad Core Xeon ($300 more than the Dual Core. Any opinions?

Also what is a good Bus speed?

And as far as Graphics cards a 256MB card is $430 more than a 128MB.
I believe that my current ATI Radeon 9600 Pro Turbo in my laptop has 128MB. Worth the upgrade?

And last - 4GB Ram is $320 more than 2GB. Currently I am running a system with 1GB.

Without expressing the sentiment that if you don't get the Quad you won't be a man, i can offer some guidance for the video:

Get the big card. It will support larger OpenGL windows and make smoother navigations. But that 256 card seems expensive. Are there cheaper alternatives with just as much ram?

Get the 4 Gigamegs.

If you mean the Front Side Bus speed of the processor, then 1066 MHz or even 1333 MHz processors are available, if I am correct. The faster the better.
