Windows and Shutters

I need to use Shutters for my windows. ( I hope shutters is the wright word. I mean shutters that go up and down like garage doors. If there is a special word i am not aware of it)
I do it using garage doors over the window but
if i want it to be half open how can this be done?

I didnt find a way.

Keep the garage doors open 50%, there is a parameter for that
