AC 10 and the revised printing system

I have been trying to get the system correct to print (9) 36" x 24" sheets. Between the complex, but flexiable, new system I can only get 11" x 17" pdf files to register although I have entered the 3'x2' in all the places that I can find (pdf's are the only available way to have them printed in my fair city).
I understand that 'Layout' and 'Masters' interact, and so does 'Page Setup' on my MAC, but in what order and why? and if it is set up incorrectly how do you know and how then do you change it ?

The place to start is under Page Setup... Go to Settings: Custom Paper Size and create a new page that is 24" x 36" (I have made this the paper size, and set the margins to 0). Then under Page Setup..., select this paper size and the correct paper orientation. Under Print, click on "Save As PDF...".
