You could use a circular column and place a basic shapes cone object
under it (you can truncate the cone).
Making a bell column using complex profiles applied to the column tool
might be possible but the above method is quick.
You could also use Profiler as you would to make a profiled column
if your bell is more complex than a simple cone.
