Dock a menu

When Im selecting something, a little useful menu appears, what I do not know the name of, but when I'm trying to click onto it, it always jumps away, what is really annoying, can I just turn off the automatic movement or dock this menu somehow?

Options => Work Environment => User Preference Schemes => Dialog Boxes and Palettes => Pet Palette Movement

Pressing F / Ctrl + F will cycle through the pet palette options. I find it always gets in the way, but there is no way to dock it...
