Officially, you don't customize these palettes. Unofficially, there is a registry hack that causes them to show up in the Work Environment. Do so at your own risk.
I seriously recommend that instead you get in the habit of keeping one hand on the keyboard at all times, and learn ctrl-z (undo) and ctrl-shift-z or ctrl-y (redo) along with shortcuts for other often-used commands.
