ie "See 3/A.4 for bolting details" where 3/A.4 was linked to that drawing and updates if the drawing is relocated?

Yes. Go to the layout on which the drawing (view) appears. Select it, right click and "Set as Autotext reference". Then go to the view, edit text, and select AutoText, and change the category to what you want to reference.
