When I create a new independent detail, its zoom upon opening is insanely far out. E.g., 0.0053% at 1/4" scale, which for a medium size window gives extents of nearly a million feet. Most of my details are of things a few orders of magnitude smaller. It's not a killer issue, but it's somewhat annoying to have to zoom way in to start work every time. (To center the origin quickly, I've developed the habit of placing an object at the origin followed by a fit in window.)
This default scale seems to be stored in the file rather than the prefs. New and reset projects make new windows at a reasonable scale, but the effect does not carry over when reopening a project. Deleting the prefs does not help.
Where the project could have gotten the idea that such a scale might be preferred is a mystery. It makes the whole project smaller than the origin, so it's unlikely I ever saved, closed, or quit with any window in that state.
I have this problem too! I know what you mean by now preferences seem to be able to redefine the zoom. This is only doing it on a particular file of mine any new drawings seem to be unaffected. I am also finding it causing other problems such as when I hit save on my PLC file it seems to work but when I reopen the file a msg is displayed saying that some elements have been removed and everything has disappeared from my independant detail! This happens repeatedly even when I delete and create a new independant detail within that file. Even simple line work is removed. The funny thing is I have another 6 independant detail drawings working just fine in the same drawing it only occurs on new ones... Any ideas?

Check Display/'Home Zoom' for the detail and also for the floorplan or section, since detail inherits 'Home Zoom' level of the view it was created from. Use the 'Set Home Zoom' command in the Display menu to redefine the Home Zoom if it's way off. It could cause trouble when exporting the file, etc...
I haven't used the home zoom in years. I used to use it, then in some version (7?) it went haywire, and when you chose it you'd get a seemingly random, often extreme, zoom, so I lost the habit. I probably have a haywire, forgotten, home zoom set in my templates dating from back then. I'll fix it now that I know it has a purpose again.
