You have to hold the mouse button for a short while rather than just clicking to get the pop-out.
However the circle/centre method is the one you want (unless you do want a 3 point arc).
The first click is the centre.
The second click is the radius and start of the arc.
The third click is the direction and length of the arc.
Click again on the arc start to get a full circle (i.e. click the centre then double click the radius for a full circle).
