As I use my computer without a mouse I don't have a 3rd mouse button (scroll wheel)
my question is how can I pan or get the hand tool I can zoom with the zoom toolbar bottom left but is there a shortcut for pan

Arrow keys allow you to 'nudge' the view.
I don't think you can assign a different button in ArchiCAD, you can however generally assign other buttons on input devices to act like the middle button through driver software.
For example Set Point for logitech mice.

We used to have a 'Pan' button next to the zoom controls in previous version.
GS must have removed it when they re-did the interface in 20?
However in the Work Environment, you can set up a keyboard shortcut and/or a toolbar button for pan.

Look at Work Environment > Shortcut Schemes > Keyboard Shortcuts > (List) Commands: All Commands in Alphabetical Order, select an item in the list and type "pan" to jump to that item, then you can see the currently assigned shortcuts and assign a different one.
