Yes, Just create a new Subset in the root of the Layout Book and be sure to set the "ID" to not effect the sequencing and the ID assignments to follow the Upper Level assignment.
Then place all of the desired Subsets and Layouts in the new "dumb" Subset. You can create as many different Subsets like this as you need within one Layout Book. Also be sure to use the Master Layouts to also help control and organize the differing Layouts.
