Hello,
If you mean converting library parts then you have to embed them into the project and then save the project to version 15 -> 14 -> 13. The embedded library parts will be converted as well as the project PLN.
Unfortunately this method works only to version 13 as the older ArchiCAD versions do not have embedded libraries.
Using XML-converter you do not have these limitations, check this forum for additional info.
