Is it possible where you placed the walking line that it's too far away from the wall when it's making the turn to the second stair? That it thinks the walking line going though the banister and it's faulting on that?

andro55 has the solution, I guess the separation between the flights needs to be made explicit (rather than assuming an equal split).
