Tool name or Tool tip names not show up

For everyone who is struggling to find how to turn is on. Go the HELP tab at the top of the page. Then select SHOW TOOL TIPS. It's that simple. 

Hopefully that will help some new beginners.

Help will probably help, although such basics are best acquired on your own. Of course, at the beginning you will face problems like these, but in time their solution is not as complicated as we think, but such guidance is worth appreciating.
