created a new stair
but it doesn't appear in the 3d window ?
plan, elevation and section are fine.
However with a new 21 file, it's fine.
So it has something to do with a migrated 20 file.
any ideas ?

I would check to see what renovation filter is active in 3D to see if it different to the plan.
Also check your layers showing are the same.
Or check your 3D filter options as stairs may be turned off there.

I'm not sure if you go to the bottom of your issue, but I had a similar problem and it was a simple case of 3D filters

Because ARCHICAD 20 didn't have a "stair" tool, when moved to AC21, by default, that tickbox seems to be unselected.
