cursor loading - please help -

i am using archicad 15 on windows 7 and i have a very annoying problem.
in 2d at every move i make (zoom, pan, edit) the cursor shows the loading icon for like 1 second... it's very frustrating
i tried with other versions and with a new project and the problem is still there.
i also reinstalled the windows but nothing changed.
any ideas ?

it can be a problem with my video card ? i have a NVIDIA GeeForce GTS 250
